Posh, for nearly all cars, the front license plate bracket/folder is shipped with the car but not pre-installed on the car. Typically found in the trunk with other dealer installed pieces-parts. On the front bumper, there will be small witness marks/dimples where the bracket is to be installed. Not pre-drilled from the factory. If you want to ensure a smooth, clean front bumper with no holes then your mission in life will need to be at the dealership when your car is unloaded off the car carrier truck. Even though your salesman may write "NO FRONT LICENSE" on the make-ready ticket, it frequently will get installed anyway. You will need to be there when make-ready does the prep and wash work. The guys in make-ready are the lowest paid people at the dealership and usually don't have much going on in the IQ department. When I lived in a state with no front license plate requirements, I always accompanied the car to make-ready to make double sure that no holes were drilled, no bracket installed and no dealer sticker applied to the rear of the car. Tell your salesman in very firm terms: "I want to know the moment that the car arrives at the dealership and DO NOT prep the car before I see it."
