Eclipse,
They appear to be "Tri-wing tamper resistant" screws.
Tell us about them - How did they get there? Are you trying to remove them? What's the problem? Etc.?

I am replacing my taillight and I am using the old black plastic cover for the new one and I was going to remove it then ran into these screws.

They were designed to be tamper resistant.
If you know who installed these, your best option is to borrow his driver.
If you don't have access to the original driver, you can try to bridge 2 of the wings with a flat edge screwdriver and turn counterclockwise under slow, steady pressure and
Try to prep the backside with a small dab of penetrating oil and let it sit overnight. This will help, but use care not to expose the top side to the oil.
Drilling it out would be the last and perhaps the most difficult option.
